Mr. Toad's tires are seriously cupped. Don't know if he has an alignment problem or whether they were just never rotated. Driving he sounds like a school bus with a million miles on it. New tires are not in the budget right now, and these still have quite a bit of meat. Research revealed the following:

Couldn't you put the cupped tires on the rear, start 'er up, power brake it and burn the tread square again? Throw down some bleach to make it really smokey?

My local tire store actually suggested to get a driving wheel ALMOST off the ground and grind it down, preferably on some rough concrete. I got a vision of the red Ferrari in Ferris Bueller's day off as it went through the plate glass into the ravine......
