Not sure about the title part, but that body is looks pretty clean.

Depending upon the state, you have to jump through some hoops to take ownership of the vehicle. This could be accomplished by placing what is called a 'Garageman's Lien' on the title, then having it transferred into your name...at which point you are the legal owner.

In PA this is a PITA and frequently requires an Atty to get involved, the previous owner to be located, and a bunch of notices to be sent. IDK about NJ though...

IMO, this seller would be better off buying another bulkhead with a VIN and clean title, then tearing the old one out of this truck and replacing it. (Effectively making this a different vehicle as far as the DMV is concerned.)

Note: The above is illegal, so obviously I would never suggest doing this, but it is one way to obtain a clear title to the vehicle.

That thing is super overpriced hahahaha it's not even funny. So he has an abondoned car, which could be any number of things from stolen and never retrieved, etc. ...you never know. Seller can't register or title it and wants more than it's worth with both of those things already sorted out. Makes you scratch your chin.
