PA Safety Inspection Question

One of my cars has functioning blinkers and hazard lights but the dash display doent work. So my question is does this fail inspection here in PA? Blinkers work but the driver cant see the arrows on the dash. The repair would involve the dash cluster to be removed and sent in to be fixed....about $400 or so. Car is a volvo V70.

I would say it depends upon your garage. Some care, some don't.

The dashlights do not have to work,just the exterior lamps.
