Default Another boring Series rim question

Does anyone know how/where to measure a rim to determine whether it is a 15, or 16-in rim? I have two sets of rims for my SIIA, I am told that both sets are 15's. If I throw a tape measure across the diameter, from flange to flange, they are different by almost 1-1/2".

    Regards,
    Gary

The 15 inch Series rims in the pile, with 15 inch tires in place, are 16 1/2 inches across from outside flange to outside flange. The 16 inch Series rims vary from 17 1/4 inch (Disco steely) to 17 1/2 inch (early narrow 109) to 17 3/4 inch (wide 1 ton).

The 15 inch, or 16 inch measurment is the diameter of the bead surface.
